Thamini Uhai is a non-governmental organization registered in Dar es Salaam, Tanzania. The organization works closely with the Ministry of Health (MoH), PORALG, Bloomberg Philanthropies, and the Gates Foundation to implement the Partnership Program for Comprehensive and Integrated Maternal and Newborn Health Improvement in Tanzania.

The programme operates across Mwanza, Geita, Katavi, and Kigoma regions. It aims to accelerate Tanzania’s progress towards achieving Sustainable Development Goal 3 targets by 2030 by expanding equitable, high-quality, and respectful maternity and newborn care through:

  • Stronger Comprehensive Emergency Obstetric and Newborn Care (CEmONC) services.
  • The E-MOTIVE postpartum haemorrhage (PPH) bundle.
  • Upgraded neonatal units.
  • Integration of Multiple Micronutrient Supplementation (MMS) into routine antenatal care (ANC).

Invitation to prequalify

Thamini Uhai invites applications from interested firms and bidders seeking prequalification as suppliers of goods, works, and services for the 2026–2027 period.

Mandatory requirements

All mandatory criteria must be met without exception. To be eligible, applicants must demonstrate that they qualify to participate in public procurement by submitting the following:

  • Certificate of incorporation, partnership deed, or business registration.
  • Current trade licence or business permit.
  • Certificates from affiliated regulatory or accrediting bodies or associations, where applicable.
  • Current tax clearance certificate.
  • TIN and VAT certificates.
  • Certified latest audited financial statements.
  • Annual returns and receipts.
  • List of directors and shareholders.
  • Organizational chart or organogram.
  • Details of the business establishment, including the office location.
  • Details of organizational capacity, including the number of staff, equipment, and other relevant resources.
  • Details of relevant experience in providing similar services.
  • References from other organizations that have received services from the applicant, preferably within the past two years.

Important payment information

Payment will only be made to a supplier who issues an EFD or fiscalised receipt. Payment will be made only to the supplier identified on the purchase order cover page and will not be issued to any third party.

Submission instructions

Service providers and suppliers who meet the prequalification criteria will be considered for the categories for which they apply.

Completed prequalification documents must be clearly marked with the “Tender Ref No. & Category.” Applicants may include any other additional information they wish to provide.
